Trump tariffs are all about bringing in more money - mostly from the middle class - to the Treasury, which he can redistribute upward to his billionaire buddies. Protecting US markets is just a cover story - another big grift.
Unfortunately, Musk/Doge have fired all the government workers who might enforce tariff laws, so we will never know...
